This session will examine the main models of the state regulation of relations between Indigenous Peoples and industrial companies, corporate strategies and forms of business development participation in ensuring the sustainable development of Indigenous Peoples through various programs, agreements with the government authorities, public associations, infrastructure development, environmental protection, etc.

Of particular importance are the policies of public organizations, transparent reporting, and effective communication between Indigenous Peoples and business in order to ensure that the interests of all sides are respected. Promising projects to strengthen environmental support systems and economic and ethnocultural development merit further attention.

Generally accepted approaches to this issue involve actively taking the legitimate interests of those affected (the subjects of individual rights – individuals and communities) into account, which includes providing compensation for losses incurred and supplementing corporate business strategies with additional tools that reduce the impact of industrial activities on the overall socioeconomic development of Indigenous Peoples. Such tools include grant development programs and plans to promote the sustainable development of collective right-holders (Indigenous communities) affected by industrial activities.

In this regard, the development and implementation of such plans needs to be standardized, and the role of the authorities, public associations and regional councils of representatives of Indigenous Peoples here needs to be examined.

The focus of this round table is on the examination of approaches to determining the priorities in ensuring the sustainable development of Indigenous Peoples affected by industrial activities in their territories of residence.

Of particular importance here is the position of Indigenous Peoples themselves, their project initiatives and the effectiveness of their participation in decision-making based on the international principle of “Nihil de nobis, sine nobis” (“Nothing About Us Without Us”).

The idea behind the Theatre of Ob-Ugric Peoples of Khanty-Mansi Autonomous Okrug –Yugra is to popularize the spiritual and cultural heritage of the Indigenous Peoples through a theatrical telling of their folklore traditions and worldview. Special attention is paid to the theme of preserving their ethnic identity in the globalizing world.

The theatre has won various awards at national and international festivals since its creation in 2003.

The practical use of standardized instruments in ensuring the human rights of Indigenous Peoples is hampered by their specific way of life in conditions that are unique to Russia, as well as by the variability of types of traditional and industrial nature management. 

Common approaches here include a due diligence policy that calls for targeted consultations with Indigenous Peoples when carrying out industrial activities in their territories. Standardized international instruments provide the most effective means of consultation with collective institutions of representation when we are talking about more urbanized communities of Indigenous Peoples whose livelihoods do not depend exclusively on access to natural resources. 

This session will discuss the principle of free, prior and informed consent of Indigenous Peoples, such as the right to be consulted, build trusting relationships, the conditions for this principle to be applied in an effective manner, and other forms of agreements in relations with dispersed nomadic and semi-nomadic populations

This session will examine the practical significance of scientific and methodological support mechanisms for the relationship between business and Indigenous peoples, including tools to reduce the impact of industrial activity on their sustainable development opportunities.

Issues up for discussion include effective environmental protection measures, approaches to carrying out expert ethnological research and expert evaluations of the impact of development projects on human rights, and other procedures for assessing the impact of economic projects on Indigenous Peoples. The session will also touch upon the issue of compensation for losses resulting from these activities and the forms that this compensation may take.

A project is currently being implemented in Russia to support the UN Guiding Principles on Business and Human Rights and facilitate their integration into Russian business strategies and practices.  The project’s goal is to form an expert community and strengthen the potential of the joint efforts of Russian companies and the state in this area. It is being implemented by the National Network of the UN Global Compact in Russia, in collaboration with the Office of the United Nations High Commissioner for Human Rights and with the support of the Ministry of Foreign Affairs of the Russian Federation, relevant ministries and departments, the Russian Union of Industrialists and Entrepreneurs, and the participation of prominent experts in the field.  

The consultation round is devoted to the implementation of the project in the context of the respecting the rights of the Indigenous Peoples.
